Job Description

CMSE has a position open for the Assistant Director of all operations at CMSE. The Assistant Director serves as the primary point of contact for internal and external constituencies on all matters pertaining to the Executive Director. The Assistant Director also serves as employee supervisor; organizes and coordinates executive outreach and external relations efforts; and oversees special projects. The Assistant Director must be creative and enjoy working within a small, entrepreneurial environment that is mission-driven, results-driven and community oriented. The Assistant Director will have the ability to exercise good judgment in a variety of situations with strong written and verbal communication, administrative, and organizational skills, and the ability to maintain a realistic balance among multiple priorities. The Assistant Director will have the ability to work independently on projects, from conception to completion, and must be able to work under pressure at times to handle a wide variety of activities and confidential matters with discretion.

Qualifications

Bachelor’s degree in business administration, social services or related field is required. Exceptions will be considered for applicants with several years of experience in the field. Preferred experience in non-profit sector and 5-7 years working in the field of developmental disabilities and/or vocational services with knowledge of VR, DESE, DMH and SB 40 funding/referral process. Must have good communication skills and the ability to carry out disciplinary procedures as required. Must maintain effective working relationships with others. Must pass background checks for abuse/neglect and driving violations.

 

Supervisory Responsibilities

Responsible for supervision of all staff and employees in CMSE’s employment Programs. 

 

Production Functions

• Completes a broad variety of administrative tasks for Executive Director: managing the floor with the employees, hire employees after talking to Executive Director, keep track of all training with staff, and compiling documents for travel-related meetings.

• Plans, coordinates, and ensures the Executive Director’s schedule is followed and respected. Provides "gatekeeper" and "gateway" role, creating win-win situations for direct access to the Executive Director’s time and office.

• Researches, prioritizes, and follows up on incoming issues and concerns addressed to the Executive Director, including those of a sensitive or confidential nature. Determines appropriate course of action, referral, or response.

• Provides a bridge for smooth communication between the Executive Director and internal departments; demonstrating leadership to maintain credibility, trust and support with senior management staff.

• Works closely and effectively with Executive Director to keep him/her well informed of upcoming commitments and responsibilities, following up appropriately. Acts as a "barometer," having a sense for the issues taking place in the environment and keeping the Executive Director updated.

• Responsible for insuring that CMSE is and stays in compliance with all regulatory authorities including, but not limited to, DMH/ Medicaid Waiver HCBS rules, DOL and OSHA.

· Provides leadership to build relationships crucial to the success of the organization and manages a variety of special projects for the Executive Director, some of which may have organizational impact.

• Prioritizes conflicting needs, handles matters expeditiously, proactively, and follows through on projects to successful completion, often with deadline pressures.

• Senior Management Liaison.

• Participates as an adjunct member of the Executive Team including assisting in scheduling meetings and attending all meetings.

• Assists in coordinating the agenda of Senior Management Team meetings including off-sites and all staff meetings.

• Works with the Executive Director to help ensure Strategic Initiatives are accomplished.

• Follows up on contacts made by the Executive Director and supports the cultivation of ongoing relationships.

• Very strong interpersonal skills and the ability to build relationships with stakeholders, including staff, Board Members, external partners, donors, etc.

• Expert level written and verbal communication skills.

• Demonstrates proactive approaches to problem-solving with strong decision-making capability.

• Emotional maturity.

• Highly resourceful team-player with the ability to also be extremely effective independently.

• Proven ability to handle confidential information with discretion, be adaptable to various competing demands, and demonstrates the highest level of customer/client service and response.

• Bachelor's degree required.

• Strong work tenure: five to 10 years of experience in the field.

• Experience and interest in internal and external communications, partnership development, and fundraising.

• Proficient in Microsoft Office (Outlook, Word, Excel, and Power Point), Adobe Acrobat, and Social Media web platforms.

• Completes annual & bi-annual application/documentation for DMH and DESE re-certification.

• Completes annual registration with State of Missouri.

• Works with Executive Director to file bi-annual 14© certificate renewal.

• Works closely with Director of Human Resources to insure all staff, employees and Day Program participant files are compliant with all DMH, DESE and OSHA regulations.

• Coordinates shop operations to insure safe, healthy, and orderly working conditions that fully comply with CMSE policy as well as Federal and state guidelines required by OSHA and other regulatory agencies.
