Position Overview and Responsibilities:

This is a highly technical, professional position that is responsible for providing technical geological and scientific support in the implementation of a statewide program for the assessment and remediation of Department of Defense (DOD) and National Aeronautics and Space Administration (NASA) contamination sites. Provides Professional Geologist certification of comments or approvals of assessment related documents as appropriate. The duties of the position include the following:

• Serves as Remedial Project Manager (RPM) responsible for Department of Defense (DOD) contaminated site program management for multiple DOD and National Guard installations, NASA’s Kennedy Space Center, and Formerly Used Defense Sites (FUDS). Employee coordinates reviews and tracks assessment/cleanup operations at assigned DOD facilities in accordance with a formal partnership with the DOD and the United States Environmental Protection Agency (EPA). The incumbent will provide written and verbal guidance to ensure statewide consistency is incorporated in cleanup of sites. Required to review professionally certified and sealed documents. Works with section engineering staff in evaluating remedial action plans. As RPM, incumbent is empowered with decision-making authority related to work at assigned installations and FUDS.

• Provides technical review of assessment and cleanup related documents based on the principles of geology, hydrology, and geochemistry and project management review of other documents generated by the DOD hazardous waste cleanup programs required by IRP (Installation restoration Program), MMRP (Military Munitions Response Program), CERCLA (Comprehensive Environmental Response, Compensation, and Liability Act), RCRA (Resource Conservation and Recovery Act), and State law and rules. Provides geological and hydro-geological expertise as a department representative attending meetings, conferences, or discussions relative to waste cleanup site assessment, contamination migration, and background contamination studies. Provides goeloigc expertise in groundwater monitoring well placement, monitoring requirements, and contamination trend analyisis, including evaluation of demonstrations of contamination mass reduction under active remediation and natural attenuation processes.

• Actively participates in partnering with DOD, NASA, USACE, and/or US Environmental Protection Agency (EPA) staff, as appropriate, to enhance and improve the achievement of State and Federal requirements, along with DOD, NASA, USACE, and EPA goals and objectives. Provides guidance and clarification about State rules and regulations, along with Department policies. As requested, attends meetings, conferences, and/or workshops and delivers presentations as needed.

• Provides DEP oversight of DOD, NASA and FUDS field activities as appropriate.

• Provides mentorship and leads training events for internal staff and external stakeholders. 

• Performs special duty assignments and attends meetings at the request of supervisor.

• Performs other related duties as required.

Required Knowledge, Skills, and Abilities:

• Knowledge of geology, hydrogeology, chemistry and Florida’s groundwater.
• Knowledge of site assessment techniques and methods, including monitoring well construction and sampling, especially for hazardous waste sites.
• Knowledge of RCRA permitting and corrective action measures.
• Knowledge of the CERLCA process and integration with RCRA and State regulations.
• Ability to understand and apply appropriate state and federal rules, regulations, policies and procedures relating to environmental programs.
• Skilled in evaluating, analyzing, and interpreting comprehensive scientific/technical data.
• Skilled in using Microsoft Suite products, Adobe and other general office software.
• Skilled in project management.
• Ability to write effectively, in a well-organized and understandable manner.
• Ability to communicate orally in a clear and effective manner.
• Ability to evaluate comprehensive technical documents.
• Ability to travel for field work, training, and conferences.
• Ability to organize workload and manage time efficiently.
• Ability to establish and maintain effective working relationships with others.
• Ability to maintain a valid driver’s license.

Minimum Qualifications:

• At least four (4) years of verifiable related experience in engineering, environmental science or one of the natural sciences. Post secondary degree(s) from an accredited college or university with a major in engineering, environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis.
• OSHA Safety Training successfully completed within six months of employment.
• Valid Driver License.
• Travel is required.

Position of Special Trust Requirement:

The incumbent of this position, in accordance with sections 110.1127 and 435.04, Florida Statutes and DEP Directive 422, Background Investigations, is required to successfully complete a background and fingerprint check.

Applicable Job-Specific License or Certifications:

Must be a Florida Licensed Professional Geologist (Chapter 492 F.S.)

Preferred Qualifications: 

One year of post-registration experience in the practice of geology.
